Does initializing ZBrush fix the problem?
To do this go to Preferences -> Init ZBrush
Could you show a screen shot of your ZBrush interface (the whole interface) with the Tool palette pop-up window showing?
Also, what plugins or other ZStartup items have you installed?
Have you made any changes to the ZData folders?
