In 3.5, there has been some sort of behavior change when trying to use the Zproject brush against a canvas background with a tool that has subtools (in the case of the head, the eyes are subtools).
You can:

Clone the subtool you wish to paint with Zproject and paint the clone against the background (once free of the subtools, it should paint without issue), and then re-append the painted subtool to your main tool.

Make use of the Image Plane plug-in to append the image as a plane into your tools, then Zproject against that (there should be no issue when done against an appended subtool), as described in this older, but still relevant tutorial:
