In the download center you can download Zplugin Decimation Master and SubTool Master for zbrush 3.5R3.
Is there also version for zbrush 3.1

The 3.1 plugins are no longer supported but if you search the forums for ‘3.1 plugins’. There is a recent thread where someone has posted a link to the 3.1 plugins.
