I’ve been running into an issue where when using the build up brush on a model and make a stroke, the marking making is way too pronounced and hard even when its at a very low z intensity. Im not sure if there was a setting that needs to be checked on for zbrush to function properly.

I can’t reproduce that problem.
Perhaps you have the sensitivity of the tablet off, but that would affect other brushes. Be sure also that the brush has not been modified in any way and it is the default one.
I don’t think it’s the pressure sensitivity because when I paint in photoshop, all is good. Is there a way/procedure to bring the build up brush back to its default if it were modified?
Sudden and temporal lack of pressure sensitivity is a very normal problem in Zbrush. Any other program is unaffected. This is different when the drivers of the Wacom fails and none of the tablet functions works in the OS.
There is a section for tablet settings in preferences. Also you can customize a single brush tablet sensitivity in the brush palette and separate its settings from the general tablet preferences and save the brush.
