I noticed that the Layers does not record the Move brushes, is there any other brush that it does not record?
Or would this question be easier to answer…what brushes does the Layers record?

You must be doing something wrong because all 5 Move brushes recorded for me.

Let me make sure I am doing this correctly, I select my sub-tool, click on a layer and press the rec button, make alterations to my sub-tool, press the rec button again (which turns it off)…and then if I move the slider I should see the difference.
The recording should only affect the selected sub-tool, as I have several sub-tools visible.
Is this right?
