Why doesn't my Displacement map match my Normal map??

Does anyone know the best settings to get these to match? They seem off from each other and I need the displacement to match the normal as I am baking matcaps into the colour texture(process uses displacement map) :frowning:

Edit: If I turn off smooth low res normals I get the correct shape normal map to the displacement, though everything is faceted :\
