Why are my normals so bad?

Is this what I should expect, I know my topology sucks and this is my first project. What am I doing wrong with the normals? Am I expecting too much detail

normal maps can’t change the silhouette of your mesh… you’ve got spikey things sticking out, and of course they’re not going to ‘stick out’. a normal map is simply a bump map that reacts to dynamic light. It’s much better suited for details that are closer to the mesh, such as scratches or scales, things of that nature.
