Where did the Topology Tool Menu go?

I’m trying to follow this tutorial,

which apparently is really old. But these tools would be very useful to me. So what happened to them? Did something replace them are or they completely gone from 4R3?

Draw out a zsphere and enter edit mode. Topology should be a subpalette (second from last under Tools)
