I apologize if this has been asked before as it seems like the most rudimentary inquiry but where can I find the low-poly male bust ZTool (with teeth and eyes) that I see used so often in Vimeo tutorials? I can’t seem to find it in my ZTools library for 4R4.

If you click the Tool tab of Lightbox it should be right in front of you. (The video you link to doesn’t show a bust that was ever included with ZBrush.)
If memory serves me correctly, I think it was available in the free ztool downloads from the old Pixologic Download Center which no longer exists. Pixologic France had them up until about a year or so ago, but they are no longer available there either.

As it was said previously, pick “DemoHead” tool in Lightbox. By the way you can find there similar tool called “Nickz_human MaleAverage” that has eyes, teeth and nice skull 
It was called bust_long.ztl, the old rapidshare link for it seems to be down. I put a temporary version up at http://cryrid.com/3d/zbrush/bust_long_groups.ZTL that has some extra polygroups, but if you clear those you’ll have an identical tool.
