where are the re topology tools in zbrush? I cant find them anywhere?!!

They will appear under Tool, once you draw a Zsphere on the canvas. No ZSphere no retopo. Once you have a Zsphere, go to Tool/Rigging and select your mesh to Retopo. After that go to Tool/Topology and click on edit Topology.

ok so I have the retopo open, but low and behold, there is an initial point I cant get rid of, its not on my model just floating off to the side, but I cant delete it? what is it and how do I deal with it?

That point is the “root”. Don’t touch, don’t click on it, don’t try to delete it … in fact don’t even look at it.
Honestly, just ignore it and do your retopo.
