The normals for the one eye are reversed. You should easily be able to fix that and your modeling software and export the figure again.
Thanks for uploading the picture, by the way. That made it really easy to spot the problem.
I have checked the normal, its working perfectly fine.
Its an exact duplicated from the right side eyes which is working good.

The normals of the eyes have a different orientation than the rest of the seahorse.
Either You reverse the normals (of both eyes) in another modeling software or you activate the option in ZBrush: ‘Tool’–>‘Display Properties’–>‘Double’. By default ZBrush only shows the ‘outer side’ of the surface.

ZBrush is not changing the normals of the model. Odds are good that it has something to do with the way that the polygons were mirrored in your modeling app, and how that affected the export.
The one with weird visibility is the original and the one working fine is the mirrored duplicates.
