how to turn off this frame of the interface ?

It cannot be turned off. It will appear any time the canvas size is larger than the available window space. Its purpose is to serve as empty space around the edge of the canvas, regardless of what may be drawn there – a very handy thing when you’ve zoomed in close to your model and need to rotate it.
In other words, to get rid of the frame create a smaller document and save as your startup doc (button in the Document palette).
