Hi, because Zbrush 3.12B for mac doesn’t have ZappLink 3, I would like to transfer my license to a windows computer.
Does Zbrush allow a license transfer of such?

First, you should be using 3.2. (See my signature.) 
Second, you can get a second license for the other platform at a 50% discount. Or you can sell your Mac license and then purchase a PC license in its place.
Third, I wouldn’t recommend either of those options since ZBrush 4 is being released in just a month and I believe will include ZAppLink for the Mac.
