i did a model ages ago when zbrush’s polygon limit was around 5 million polys so i used HD sculpting, is there a way to get this detail into a ztool subdivided up to 20 million polys using the standard subdivision?

There is no bake to layers, or sub d unfortunately. HD sculpting only renders, or baked into a map. Your only way is to generate a large high quality displacement map, and apply it in Mode from the displacement menu, do this in a layer so you gain control over the opacity.
