Tools & Techniques?

Any tools & techniques that could be recommended to create Wall Panels like those seen in the image attached?

The image is small and I can’t be certain of the forms. Your approach here will depend on what kind of displacement profile the shapes on the surface need. Please see the following image:

If the simple displacement of the shapes where the geometry being displaced never gets any larger or wider than the shape of the initial displacement, then simple Alphas would do the trick.

If however the shapes on the surface have undercut areas where the shape actually gets larger and overhangs, then you will need real geometry for this. You could attempt to sculpt the flower shapes by hand on a grid and turn that into a VDM brush..

Otherwise the wall may need modeled with real geometry. Create the petal shapes as a separate mesh, position as desired on the wall mesh, and fuse the two together with Dynamesh or Live Boolean. The transitions between the geometry can then be softened with Smooth/Relax/Polish deformations. If you create deliberate polygroups it will be easier to mask certain areas to control which are smoothed. Blurred masks create soft falloffs.

If you model this as low poly, then you can control which edges or polygroups are smoothed with subdivision smoothing. So you could keep the edges on the top of the petals sharper, and then let subdivision smoothing soften the transitions elsewhere.
