Is there a way to separate just the SubTool panel and attach it where you want? For instance I would like the sub-tool panel open all the time (on left side) and be able to hop back and forth between the other panel in the Tool pallete.

No, that’s not currently possible. Remember that the hotkey ‘N’ will show all the subtools at the cursor.
