tire moves strange

I tried to sculpt my first car with help of David Bentleys tutorial, but with the tire happened something strange, when I move it, that happens…what is the problem here?

Check for masking.

Yes, it looks as though the tire is masked. Press Tool>Masking>Clear and try again.
