Is there a way to group subtools in the subtool box? Now, with Fibermesh, one model can have a lot of subtools. Is there a way to group these and reduce how much scrolling must be done to find things?

Nope.
However instead of scrolling you can hit ‘n’ and a window pops up under your mouse with all available subtools in a grid, similar to hitting ‘m’ while a mulimesh brush is selected to switch between the meshes.
Just be sure to name your subtools as you go along as it can get confusing if you’ve got a lot of fibermesh tools (they end up looking so similar in the icon it’s hard to tell which is which).
Alternately you can alt+click on any subtool in the document and it will select it. This can be tricky though when the tool you want to select only has a bit of area peeking out from your active tool, because the brush cursor will snap to the active tool when it gets close

Too bad about the grouping. Photoshop has nice grouping functions.

you can use the timeline as a way to group subtools.
