Anybody know why this is happening? This is the case on all the brushes I’ve tried, in all modes (stroke, dots, spray, etc).

It depends on what stroke is selected and what mode you’re in. For example, if you select the Spray stroke then Placement, Scale & Color will be enabled. Or if you hold Ctrl to select the Rect or Circle masking brush then the Square and Center options will be available.
