Sorry you’re having some trouble.
Based on the error message, I would speculate that your installation is faulty or incomplete. You might try downloading a fresh installer from your My Licenses page (they can become corrupted). Your program version is out of date anyway, and missing a number of important fixes. Follow the installation instructions completely, including the disabling of antivirus during the download and install.
If this doesn’t work for you, you will have to follow the instructions given by the message, and contact Pixologic Support.
