When I select my Smooth Brush, it doesn’t change to it.
I can still smooth with shift, but why isn’t my brush changing to Smooth when selected like it did in 3.1?

In ZBrush 3.5 you smooth by holding the SHIFT key. When you select a new smooth brush that brush will be assigned to the shift key. When you select a secondary brush like the smooth brush you will see a message displayed in the notebar at the top of the interface.
Changing the RGB or Z intensity of the currently assigned smooth brush can also be done by holding SHIFT and adjusting the slider. Unlike ZBrush 3.1 this does not affect the main brush settings.

i’m not sure but couldn’t you clone the smooth brush, save and then assign a hotkey to it, or make a macro? then you would be able to select it as a normal brush, right?
Many times I have to operate Zbrush with one hand because I’m holding physical maquettes/objects with the free hand. It would be nice to also have Smooth as a separate brush.
One way I handle this situation is to assign the Shift key to the upper wacom pen button (Alt key on the lower button). Unfortunately it is weird getting used to navigating and I lose right-click. But it works for this situation.
What is weird is that when you assign a hotkey to a ZSketch Smooth brush, all the other ZSketch smooth brushes get the same hotkey. Total bug.
It was retarded of pixelogic to take option out all together in 3.5.
Just stick with 3.1, 3.5 has far too many problems for solid pipeline work.
