Seeking assistance with applying thickness to a "sheet" of polygons

I have constructed a rough and simple 600 poly leather plated skirt for a sculpt and I need to find a way to bulk out the mesh for sculpting (it’s dynamesh, holes filled and when re-meshed goes to 2 million polys?!).

I have tried doing a mesh extraction in the hopes that it would build a case around it, but it just keeps the same thickness to the garb but just further away from the base.

Anyone have any ideas on a possible solution?

create a morph target, do an small push/inflate deformation, then create a difference mesh.

Button is found in the morph target palette I believe.

That would be how I would do it, although I believe you could do it with Panel loops too.
