Rotation problem when doing retopology.Is it a bug?

When I am doing retopology, this problem happens.
When I draw a few topology points and rotate the object, it rotates too fast and it is so hard to rotae the way I want and more worse, I lose sight of the object that is partially displaied and have to start all over again.
To fix this temporarily I have to move the topology points a little and it rotate correctly. But it happens again when I drawn a point.
Is it a bug or can I avoid this problem?

And one more question, it is so hard to draw topology points on small objects like fingers, fingertips or nails. I mean when I draw points on fingers it ends up in lots of topology points and it gets hard to draw a new point in this narrow space. Is there any good way to do it without difficulty?

Turn on Transform>Local. This will cause your model to rotate relative to the last edited point rather than relative to the geometric center. It also helps you zoom in on smaller areas better.

The next release of ZBrush will also allow you to zoom in much, much closer to the model that you’re working with. This will let you get at those hard to reach places. This new feature is already in the Mac version.

Uum,I always turn local transformations on.
When I draw a new point, Local transformations isnt working although Local transformations icon is turned on. Why? So I said I have to move a point to have Local Transformations work again.
It occured offen. So boghering.
