I don’t think there’s really a ‘workflow’ to ensure likeness during portrait sculpture - certainly not in relief.
It might help to draw your subject before modelling, so that you understand the flow of shadows.
Relief modelling works on the visual trickery of light, not on actual sculptural accuracy - i.e you don’t model the actual shape of someone’s face - you model a shape that casts shadows to create the illusion of that face as a 3D object.
I usually keep a spotlight texture of my reference photo under my sculpt for the initial stages of blocking out, but then remove it when I start on the detail.
