When I want to model against a background image, and turn on the transparency button, all the subtools become transparent but the main tool does NOT.
How to solve?

if you’re using image plane for your reference images, in the texture palette/image plane/reference views/model opacity (slider control).
that may not be 100% accurate as it’s from memory, but i think that’ll get you there.
that’s one way of making things see-through, at any rate.

Turning off ghost (right next to trans) will also do the trick.
