problem with shift key

sometimes my shift key works and other times it will not

if i use shift to smooth when sculpting the shift key works
but if i try use shift to go down in resoloution or to go into edit mode when using z sphere the shift key will not work how can this be

shift is not for that!
shift work to smooth
T is for edit mode
D is to change subdivision when working with zsphere in preview mode
