When I use groom burshes to the fibers, I found that it always push the root parts of the fibers towards the camera just like this
This makes me very difficult to get a smooth hair.So could I ask how do you guys deal with this?

That straight to normals hairs are driven by the slider located in Brush>FiberMesh>Front Collision Tolerance. Down it slightly and try again with your grooming brush
