I try to make accessories through retopology, but when previewing attachments appear one above the other. In the picture you can see the problem.What is the reason?

These extruded meshes are ame sub tool or not? Maybe you builded the edges in a wrong order or something alike?

I think whats hapening here is that your creating seperate topology on a single subtool, or you create topology, append it , delete topo and start new topology on the same mesh…
thats ok all you have to do is play with the projection values … just try the opposite value … if your projection value is set at say .01 and you get the correct result first and the second time its incorrect just change the value to -.01 … see if that works.
