Normal Maps and Hard Surfaces?

I’ve come across a problem with normal maps and hard surfaces.

When I bring in my low res model and add my normal and displacement maps. The final object dosen’t look as clean as the zbrush model.

I wonder if this is more of a workflow issue.

Is it best to decimate hardsurface models and import them into your 3d application?
