Normal map artifacts

Hey, i’m trying to make a clothing for my character (for the first time  ) - i’ve done this from mask+extract and retopologized. So i have a low poly mesh with good UVs (sure they’re clean) but when i create a normal map from high poly sculpt, it creates strange artifacts in some places. On the attached image you can see a random wrinkles and other strange stuff - it destroys one of the star-thingys - but on the mesh, the surface in this place is clean. Any ideas what’s wrong? What do the actual UVs look like if you were to turn on polyframe and use Tools: UVMap: Morph UV?
Is the inside of the shirt fully modeled as well, and if so does it have it’s own unique UV space?

Yeah, my bad, that’s it. The UV-islands of the inside of shirt were outside of the main UV-space (i thought it’s a good way to save the texture space, it was working in some cases) I’ve moved them and the problem is gone, thank you.
