No surface noise applied to SubTools

I am modeling a stone bridge so I modeled a bunch of individual stones using and applying surface noise to each stone which created very convincing stones. Then I began adding them together as SubTools. Working in a lower resolution to make assembling the stones into a bridge kept things easier to manage, yet when I clicked “all high” in the subtools pallet, many of the stones no longer had the surface noise anymore. It was as if all the noise had been smoothed out. Again I definitely applied the surface noise to each stone and I can open the individual tools to verify, but as a subtool they are missing the noise. Anyone care to explain?

I would just add new surface noise to each stone subtool, but not only is that time consuming, it wigs out and heavily distorts the stone models after applying. Very frustrating!
