There are probably countless ways to do that. Mask>Inflate and then a polish is one possibility. Clay Buildup and polish or H Polish is another. Mask and Transpose to pull out the arch and then polish also. Others will have more suggestions, in the meantime just play with it and see what works for you.

You could also use the slice circle to define the polygroups of the hub. Then transpose it out and scale.
I would normally wack up Mask by Polygroups to isolate the polygroup (Brush>Auto Masking>Mask By Polygroups)
Then a bit of trim dynamic and hpolish
I’ve attach a pic of the quick and dirty process I used. A bit more care you would improve results
