MM normal map seems to be making low res only?

So I’ve been fiddiling around with zbrush"s multimap tool, I know in order to make a normal map of your model you need to be at the lowest SubD. However the normal maps I’m generating seem to be generating seem to be only of the lowest SubD rather than the highest SubD? What I mean is the normal map I generate contains the facet look of the model in its lowest SubD.

did you happen to unwrap your model in max and not use goZ to move from one application to the other?

No sir, I unwrapped in zbrush. I’m still new to the UV side of things so I just use uv master.
