Make Transpose perpendicular?

If I create a cylinder on the surface of a sphere at some arbitrary angle using the Insert Cylinder brush, how do I then set the transpose tool so it is perpendicular to the cap of the cylinder?
I can set the transpose perpendicular to any view plane by shift-dragging and snapping to position, but my cylinder is at an arbitrary angle, so this doesn’t help.
