For a low poly model you can do it in two differents ways:
1: Create your high poly from Zsphere or medium poly cage(15000 or 20000 tris) in 3d software like maya or 3dsmax .After sculpting the model like you want in Zbrush.And then retopologize it! In zbrush or in 3d package. Once the retopo its done you can re-import your ‘clean’ model in zbrush and project the detail from Zsphere to your clean low poly mesh.THEN generate normal map.
2: Start with a low poly mesh in 3d package(7k to 10k(depends on poly budget)) and import it in zbrush , sculpt it and after generate normal map …
For my case I chose the second one, but those two cases can do the job.Its depend on each personnal workflow .
