If you’ve sized your model so you can work on details, you can drag outside those lines to move, scale or rotate.
No, I realize that they’re completely innocuous, they just bug me and I want to get rid of them if I can. I don’t understand their purpose.

he just told you what the purpose was…
say you’re sculpting a human face and you’re zoomed in all the way, working on some micro-details. Now you need to pan or rotate- you have two options, you can either click and drag the buttons (which doesn’t work for most people since they’re superfluous and most people take them off of their UI), or you can go outside the framed area in your workspace and click/drag. even if there is geometry there, it will not sculpt on it- just rotate or pan, etc.
PS: you can’t get rid of them.
