is there a brush for........

Hi All,
I’m wondering if there is a brush that looks to another sub tool for a “limit”

Specifically: Clothing

For Example:

can I add a skirt as a subtool
and then model on the skirt wrinkles folds etc, but have the body
(which would be another subtool) as a limit where by I cannot
make a wrinkle on the skirt that would penetrate the mesh of the body.
