how we bake normal map with 2 other subtools,

i want to ask is ther any way to bake normal map in zbrush like we do in 3ds max called render to texture setting?
i mean i have to same size subtools . one is low res and other is high. and now i want apply NM from high res to My low res subtool . is ther any way?

In zbrush, it has to have the detail present on the same tool. You could try subdividing the low poly tool a few times and then using Project All to transfer the sculpted detail to it, but really you might find it better to just bake in xnormal/max/whatever to have more control over the process.
