How to transfer high poly meshes to a single low poly mesh!

I have been trying to learn how to transfer a bunch of extruded meshes and details (like buttons and studs, etc.) on some character clothes onto a much lower poly mesh so that instead of the buttons actually being 3D they are just normal mapped onto this new mesh.

I found some work on artstation which better illustrates what im after -

As you can see he has managed to transfer the 3D high poly details like the 3D scales onto a flat low poly mesh.

What software/ process would I use to do this?

I have tried using XNormal but I just cant get it to work this way.
