Is the smooth brush tool only work on solid model or is there a setting for it? Most of my model are single sided geometry and very tedious to move point by point.

Sounds like you need to move an edge. You could mask it and then edge loop masked border. Make 2 groups. You can then use options for masking by groups to control your points.

Put that to 1 and you should be good to go.
