“Shell” has a different meaning in Zbrush. In Zbrush when you “shell” something, you’re using dynamesh to hollow out a formerly solid volume.
As to adding thickness to a selection of polygons, there are a number of different operations that do this. Mask based extraction in the subtool palette, zspehere topology, and the Topology brush will all extract polygons with a “thickness” value.
If you want to extrude a thickness to a per-existing selection of 2d polys, use the ZModeler brush and QMesh with the appropriate polygon target setting. For instance, set Polygon > QMesh > Island to extrude an entire section of disconnected polygons. This will work better at low to medium polycounts.
