How to scatter various small details on a surface?

I need to scatter a lot of various small details on a surface. What is the best way to do so in Zbrush? 2,5d or 3d?
I mean a way to paint randomly with random rotation and scale.

Is there a right workflow in Zbrush to do it quickly without painting each small thing one by one?
Looks like whatever approach you would try it’s always a kind of a restriction: no random rotation if you paint with scatter mode in 2d for example.

Would be nice to have something like object paint in 3ds max or Vue

I am trying to use hairs for that but can’t get random rotation on a hair z axis

micro mesh is your new best friend

Not so much of a friend. I tried to use square shapes as hairs plus inserted micromesh. Now I need to solve several problems somehow.
a) I need to turn all those hair/squares into a number of randomly scattered polygroups or something to insert a few different micromeshes.

b) those hairs looks like can’t be randomly rotated, only twisted, it deform micromesh instead of rotating

c) I can’t keep UV and textures on those micromeshes. One time I managed to keep them somehow but can’t recreate it now.

Would be appreciative for any advice or idea
