how to move the slice curve after drawing it?

I’m watching a tutorial video they use SHIFT-CTRL to drag out the line but then somehow they are moving it to the position that they want it. I can’t get the curve to stay where I can move it. every time I let go it disappears.

I can shift-ctrl drag the line and as soon as I release the key it goes away.

Some how in the video hew shift-ctrl drags out the slice curve then at the end he gets a 4way arrow cursor and then he moves it into place and then applies the line to draw and edge loop. How is this done. I feel like and ass I have been looking for the answer for 4 hours now.

Hold space bar then drag(after drawing).

Once you have it drawn out, you can let go of Ctrl+Shift and hold Spacebar to move it or hold Shift to snap it to 5 degree angle increments.
