I found a trick to completely removing My Wacom preference file. I was having issues where the “Preference file Utility” was not clearing my bugged preference. Even after a fresh driver install. here is the support email.

Wacom tablet will not remove my user made preferences. I have tried the preference file Utility, did not clear it. I have Uninstalled old driver, installed new 2012 win 7 driver, and my old bugged preference is still there… as if that is the default Wacom preference. It is not, its the same preference I set before I re-installed. I want to remove this, how do I do it?? Do I have to hack my registry? I am on windows 7 64 bit. This issue seems to come and go. as if somewhere there is a file hidden that creeps out every once in a while. Well… now its back. I am sick of this, how do I kill this for for good? Shouldn’t have uninstalling it done the trick? Is the file storing on the tablet somehow? I am a Zbrush user, and this is interfering with my re-size brush command.
I go under diagnostic and test the touch ring. It appears to be responding.

I haven’t seen a preference file utility have trouble removing a settings file before. It is possible that you have a misplaced one that is causing some confusion;
Open your Start Menu and then Computer
Open your main hard drive, that contains Windows (probably your C drive)
Open your Windows folder
Open the System32 folder
Once here, use the search box in the top right of the window, to search the System32 folder for: tablet.dat
Delete any entries that come up here
Next, open your Start Menu, All Programs, and your Wacom Tablet folder
Open the Tablet Preference File Utility
Click on Remove under All user preferences

This did the trick, bad preference file was removed, Tablet keys returned to default and I was able to successfully set my Touch Ring
Also I would like to point out that to set your touch Ring brush size adjustment in Zbrush 4.0 or greater you have to set these hot keys in Zbrush, Manually.
To do this go to Zplugin>Misc Utility>CTRL+ALT+Click on <<brush and click a key for a hot key. Under your wacom Properties make sure your you is set for the touch ring up and down. You will want to set a key for up and Down in both Zbrush and the wacom touch ring tab.
I also would like to Note that you can set your “Focal Shift” this was as well.
