How can I change "snap" for drawing/cursor

Hello everyone.

Is there a way to make the red drawing indicator/cursor snap to where your actual drawing/stroke begins? For example, I want to accurately measure the distance of this inner oval shaped circle. But the red dot will not snap to the inner edges. Now… I do get a very accurate start when I do the actual “move” stroke but it would be nice if this red dot would snap before I begin so I know how accurate my first stroke is going to be.

Is there a setting like snapping to grid to make this red dot more accurate?

Try adjusting the Snap To Vertex slider in the Preferences>Edit sub-palette. Though if you are using the Transpose line to measure you can adjust the ends after drawing it out by click+dragging the outer orange circles.
