HD sculpt not using memory settings

I have noticed that when I use the HD sculpt function on a tool/subtool, I never get more than roughly half the model to show up in the radial, even if the HD setting in preferences/mem is high enough.

For example, I am currently working on a subtool that has 125k polys plus 2 HD subdivisions bringing it up to 2 million polys, and the default setting in my preferences says that I should be able to show up to 10 million HD polys at a time. But when I hit “a” to sculpt the HD geometry, only about 40% of the subtool shows up in the radial preview. I even tried to delete all other subtools and the results are the same. What am I missing?

This is one of the major drawbacks of HD geometry, since it pretty much makes it impossible to use surface noise in a decent way, since applying the surface noise to the model in HD mode will only apply it to part of the model ata time, leaving an ugly seam as an end result. Had I simply subdivided the subtool regulary, I would have no problem showing 2 million polys at the same time, but by using HD geometry my system is suddenly unable to show even 1 million polys…

Any help on this would be great, since it’s a problem I often run into.
