That’s an old link which was last updated in 2006 and doesn’t pertain to ZBrush 4.
Try this instead as an example:

Draw a sphere on the canvas, click ‘Edit’ button then make it a Ploymesh3D and subdidvide it to level 4.

Turn off ‘Zadd’ button at the top and turn on ‘Mrgb’ button.

Click on ‘Color’ menu at the top then click ‘FillObject’ button.

Click ‘Material’ icon and select the ‘Fibers1’ material from ‘Standard Materials’.

With the ‘Mrgb’ button still selected, paint a small area on the sphere.

Go to ‘Render’ menu at top and click on the ‘Fibers’ button then click on the ‘BPR’ button to render the sphere with the fibers patch.

With the ‘Fibers1’ material selected, you can make all the fiber adjustments in the ‘Materials’ menu. Click on the ‘S1’ slot in the materials ‘Modifiers’ submenu to make adjustments like length, density, gravity, waviness.
