Is there any problem to create hair using fibermesh in a high resolution mesh before doing a “Project All” between two subtools (high and low resolution). Or the right step would be create fibermesh hair only after we did a “Project all”?

If you’re talking about projecting detail of the rest of the model (not the fibermesh part) then I would project all before doing the fibermesh. Project all can get tricky and frustrating with things like spiky hair details.
It really depends on what you’re trying to do.
