Does 3.1 have ‘I-Grp’ and ‘O-Grp’ settings for the Edge Loop function? How can you make sure the new edge loop stays part of the original group and doesn’t create a new group for itself?

No, it doesn’t.
It will always create new groups. But you can then immediately press Tool>Polygroups>Group Visible to change back to being a single group if you’d like.
