Draw size not working includes pictures

The slider that controls my brush draw size is not working at all. If I paint a stroke it stay at one size. Anyone else having this problem?
Computer specs:
Toshiba Notebook Laptop
Processor AMD Athlon II Dual Core 2.20 GHz
3.0 GB (2.74 GB usable) Ram
32 Bit

As you can see from my pictures my mouse size(circle) remains the same size and my stroke is the same size on 110 as 1.
